Common outcomes

• neutral — no supported configuration: none of the supported files exist in the tree; nothing was checked.
• neutral — Resolver unavailable: the public Resolver could not be reached; re-run later.
• action_required: a supported file is malformed or two committed values objectively disagree; the finding lists affected paths and local fixes.
